Healthcare Information Outsourcing Industry Moving to Make Philippines a Major Global Player

Posted at Aug 21, 2011

With the dynamic and dedicated efforts of the Healthcare Information Management Outsourcing Association of the Philippines (HIMOAP) officers and members, the Philippines is well on its way to becoming a major player in outsourced global healthcare information management (HIM) services.

HIMOAP prioritizes to address the needs of this fast-growing industry by way of human resource capability building, standardizing the quality of skills, and promoting the country as a preferred destination for outsourced HIM services all over the world. To date, HIMOAP boasts of 45 (and growing) members, encompassing the different plethora of membership – clinical documentation service providers, educational institutions, IT solutions providers, etc. The sector declared employment of 14,000 FTEs in 2010, and is expected to double its workforce by the end of 2011.

Healthcare outsourcing is considered as one of the Philippine government’s top 10 priority growth sectors, classified under the IT-BPO industries. Realizing the vast potentials of the country in addressing the huge demand for medical transcription, revenue cycle management (billing and coding), electronic medical records (EMR), utilization review and fraud detection management, disease management, care call center services particularly in the United States, Europe, and Canada, the government and private sectors have linked up and created programs that will support the following projects to position the country as an outsourcing destination of choice for HIM services:

1. Career advocacy and training development programs that aim to fast track the growth of qualified HIM professionals in the country through HIMOAP’s collaboration with the Technical Education and Skills Development Authority (TESDA), and Commission on Information and Communications Technology (CICT) now under the Department of Science and Technology (DOST). Example programs include the Training for Work Scholarship Program, Professional and Organizational Capability Building Programs, and the association’s participation to different internal marketing initiatives such as Job Fairs and Academe forums across different regions in the country to promote awareness on HIM as a long-term professional career and as a business opportunity.

2. Country promotion and linkages that aim to help Philippines’ visibility and highlight its capability in providing quality HIM services through partnership with the Board of Investments (BOI). Example activities include the Philippines’ participation in the American Health Information Management Association

(AHIMA) Convention in Salt Lake City, Utah, in October 2011 which is expected to draw investments for the country.

The demand is vast, and while we are faced with many challenges, outsourced HIM demand is expected to accelerate and constantly grow. The key is the unity of all HIMOAP members. We need to move concertedly, and government support is imperative. It is just a matter of time, but HIMOAP has already identified the relevant pieces of the puzzle – important components to support a successful Philippines towards job generation, national economic development and eventual improvement in the quality of life of the Filipinos.
